NEW NSF Proposal & Award Policies & Procedures Guide (PAPPG) effective May 20, 2024

NSF has released the new Proposal & Award Policies & Procedures Guide (PAPPG) (NSF 24-1), which will be effective for proposals submitted or due on or after May 20, 2024.

In particular, please note these significant updates:

  • Mentoring Plan: The Postdoctoral Research Mentoring Plan will be expanded to include both postdoctoral researchers and/or graduate students. You must submit the Mentoring Plan for any proposal that includes postdoc and/or graduate students in the budget. The plan is still limited to one page in length. 
  • Biographical Sketch: The Synergistic Activities section will be removed from the Biographical Sketch, and, instead, this information must be supplied as a separate document, uploaded under the Personnel document section in Research.gov. 
  • Malign Foreign Talent Recruitment Programs: this requirement has been modified to incorporate a new section establishing that individuals who are a party to a Malign Foreign Talent Recruitment Program are not eligible to serve as a senior/key person on an NSF proposal. To address this requirement, the following question has been added to the Cayuse proposal workflow within the Conflict of Interest section: 

Please review the linked definition of a Malign Foreign Talent Program. Do you certify that you are NOT currently participating in a Malign Foreign Talent Program?A response will be required with each proposal submission

As a reminder, as implemented in October 2023, NSF requires the use of SciENcv for the completion of both Biographical Sketches and Current and Pending documents. More information regarding this requirement is available here.
